Qualifications

•Gain experience, train for, and become knowledgeable in all areas of Emergency Management

•Maintain/pursue ongoing knowledge, certifications, training, and subject matter expertise as appropriate

•Working knowledge of coastal infrastructure and hazards

•Working knowledge of federal procurement requirements

•Experience or ability to perform Structural Damage Evaluations

•Ability to perform damage site inspections and experience with DDDs

•Working knowledge of FEMA Public Assistance policies/procedures

•Ability to prepare and/or analyze detailed cost estimates for large construction projects

•Ability to effectively communicate both verbally and written

•Ability to maintain confidentiality with sensitive customer and internal information

•Capable of multi-tasking when necessary

•Ability to develop Disaster Recovery frameworks for clients as requested

•Ability to make project management decisions based on analytical skills

•Proven record of accomplishment with project management best practices and knowledge

•Ability to train others and lead people/projects and/or programs with minimal senior leadership oversight

•Excellent critical thinking, strategic planning, and problem-solving skills

•7+ years' advanced or subject matter expert level knowledge/experience working in two or more emergency management functions

•Advanced level customer service experience

•Bachelor's degree in emergency management, public safety, or a related field

•Equivalency: Professional experience beyond minimum requirements, in a related field may substitute the bachelor's degree on a year for year basis

•2-5 years' leadership experience or experience leading complex portions of projects teams/tasks, program management or full scope programs

•Knowledge of full scope Emergency Management protocols and familiarity with state and local plans, agencies, and funding sources

•Intermediate to advanced level knowledge of recovery and response programs including FEMA (Federal Emergency Management Agency) Public Assistance

•Proficient in Microsoft Office 365, particularly Excel

•Up to 50% travel is expected for this position

•Must be willing to travel and deploy to client sites for extended periods of time

•Mobility required on-site with clients

•Sitting or standing for hours at a time

•Ability to work at a computer for extended periods of time if needed

•Ability to lift up to 50 lbs

•repetitively throughout the day and as needed

•Must be 18 years of age or older

•Must pass company and any applicable client background check and reference check upon offer of employment

Responsibilities

•The Managing Consultant is responsible for taking on leadership/project management responsibilities within client projects

•An Emergency Management Managing Consultant provides subject matter and expert level support, advice and analytical services to private businesses and government agencies on how to deal with emergency situations or any emergency management functions or disciplines

•The managing consultant will be responsible for client relationship building and problem solving with leadership support

•Each Consultant will have a specific work portfolio based on skills sets and needs

•The position will be guided in all activities by ACDC's Corporate Values Platform

•Serve as a senior resource for the Mitigation, Engineering, Environmental, Planning and Resiliency (MEEPR) Division on all division projects in addition to general emergency management services as needed

•Support the Director and Deputy Director with project management duties

•Ensure all strategic and business plans are followed in relation to project and division work

•Lead and develop project teams and all other assigned direct reports

•Lead and manage complex portions of projects teams/tasks, program management or full scope programs

•Perform technical assistance assignments post-disaster for Public Assistance Program including site inspections, damage assessments, analysis of applicable Federal, State and local codes and standards, structural damage evaluations (SDEs)

•Prepare conceptual/written scope of work, bid documents and development of cost estimates

•Ensure all aspects of a project are completed as outlined in the contract scope of work and timeline

•Conduct meetings and briefings with clients, prepare and facilitate budgets, proposals, client presentations, develop materials and reporting as needed

•Conduct communication and coordination with all staff members working on related projects, as well as with Local, State, Federal, Regional organizations, and the public

•Assist with all corporate and program operations and division priorities, as needed

•When requested, assist Division Director with business development tasks such as responding to requests for proposals and building relationships with external partners based on subject-matter expertise

•Develop state and local response and pre- and post-disaster recovery plans, procedures, checklists, and guidance documents

•Maintain currency of and compliance with applicable state and federal policies, procedures, and guidance documents for applicable roles

•Conduct needs assessment and gap analysis as it relates to response and recovery planning, the client's emergency operations plan, and mitigation planning (where applicable)

•Identify potential impacts/implications of policy changes to Federal/State/local programs and provide briefings as required

•Perform quality control review procedures over work performed by other consultants and over client-provided documents as requested

•Serve in a response capacity in a state or local Emergency Operations Center as needed

•When requested, provide response and recovery related training to state and local government clients

•During a disaster, you may be called into the field to support or co-lead relief efforts or assist with organizing responses to support advanced roles in emergency situations and/or activations

•Perform other duties as assigned

•Report and communicate to appropriate stakeholders

•Experience designing, implementing, and evaluating housing and community development programs with federal, state, local, and private sector entities

•Demonstrated ability to conduct program evaluation and analysis based on industry standards

•Ability to work across multiple functions and divisions on various projects

•The Managing Consultant may have supervisory responsibilities within projects or small teams depending on function with senior level support

•Emergency management consultants may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditions

•Work may be on-site with clients as needed; ex: Emergency Operations Center, hospital, debris site or a local government building
