Qualifications

•Bachelor’s Degree in a related engineering field, preferably in environmental, civil, hydraulic, agricultural, water resource, hydrodynamics, hydraulics, drainage, or stormwater engineering

•Specified type of engineering degree may be required based on the assigned Office within the District

•Florida licensed Professional Engineer required

•A Master’s Degree in engineering may substitute for one (1) year of experience as a Professional Engineer

•Minimum of two (2) years of experience in stormwater permitting

•One (1) year of experience comparing surveys and plans to existing and proposed physical conditions

•Two (2) years of experience with customer service or other public service

•Florida Certified Contract Manager (FCCM),

•Project Manager Professional (PMP) Certification,

•Certified Stormwater, Erosion and Sedimentation Control Inspector,

•Valid drivers’ license

•Senior Professional Engineer

•Minimum of five (5) years of experience in stormwater permitting

•Five (5) years of experience with customer service or other public service

•Minimum of seven (7) years of experience as a Professional Engineer

•Certified Floodplain Manager (CFM)

•Management/Leadership Certification

 

Responsibilities

•The Senior Professional Engineer performs one or more of the following: prepares, oversees, and/or certifies the preparation of analyses and designs for engineering projects in water resource, environmental, civil, hydraulic, agricultural, or other related fields of engineering; engineering analysis, planning, design and/or manages engineering construction, maintenance and operation projects; engineering reviews of applications, plans, and calculations, and/or may serve as a task manager within major projects

•Ensure projects are consistent with District project goals and compliant with National, State, and District rules

•Review and certify the work of other engineers as required by Florida Statutes

•Supervise junior engineers as needed to ensure professional development

•Provide interagency coordination and represent the District

•Use engineering skills, education, and experience to assist other District programs or to provide technical assistance to external customers

•Conduct construction and other site inspections on all related projects

•Coordinate with District’s legal staff to ensure compliance with applicable statutes and rules and assist with enforcement proceedings

•Prepare Board materials, including technical staff reports, memos, Final Orders, exhibits, and location maps

•Prepare and deliver presentations

•The responsibilities for this position include ensuring compliance with and enforcing the District’s rules adopted pursuant to Ch

•In this regard, when required, this position shall do the following concerning possible rule violations: perform field inspections, prepare written reports, send inquiry/compliance letters, make recommendations on the issuance of stop work orders, make recommendations on whether rule violations exist, make recommendations on punitive and/or remedial actions to be taken

•Therefore, this position is considered a code enforcement officer for this District

•Perform administrative and technical review of surface water model simulations, engineering plans and calculations on ERP, WOD, and SSL applications

•Inspect project sites and properties for permit applications, perform public assistance pre-application meetings and compliance inspections and complaint/enforcement inspections

•Provide guidance, assistance, and instruction to staff performing permit application review and responses to public questions or complaints

•Monitor and manage workloads of staff performing permit reviews or developing projects

•Investigate and resolve complaints within statutory and District timeframes

•Write complaint, non-compliance, violation notices, compliance agreements, and other legal correspondence

•Present permitting rules and guidelines to realtors, developers, local officials, and media sources

•Serve as an expert witness when necessary

•Respond to public regarding permitting, permit compliance, public record requests, construction, flooding, and water quality; assist public in developing application package

•Perform other duties as assigned
